Evaluation of the High Achieving Local Organisations (HALO) Programme


The Growth Programme (HALO) is funded by the European Regional Development Fund (ERDF) under Priority Axis 3 – Enhancing the Competitiveness of Small and Medium Sized Enterprises.  It focuses on two Investment Priorities within this Axis, namely Priority 3c – Supporting the creation and the extension of advanced capacities for products, services and development; and Priority 3d –  Supporting the capacity of small and medium sized enterprises to grow in regional, national and international markets and to engage in innovation processes.

Requirement for Evaluation

The requirement for an evaluation of the programme by a third party is set out in a binding General Funding Agreement (GFA) which governs the delivery of HALO.  The work will help identify the successes, failures, and outcomes of the project and recommendations for future improvements in two tranches:

A mid-term evaluation – a formative review of project activity to date designed to help inform project delivery improvements.

A comprehensive final evaluation at the end of the project – an assessment of outcomes, impact on the community, lessons learnt and overall success.  The report will identify possible next steps for the project and gaps in provision for SMEs.

Programme Aims, Objectives and Funding

The start date for the Growth Programme was 1st January 2017 and the end date for the project is 30th April 2019. ERDF required outputs are considered to be the aims of the programme:

a) 200 SMEs to receive 12 hours of support through 121 meetings, workshops and telephone/online advice (including 50 SME to receiving Investment Readiness support) (C1 – Number of enterprises receiving support)

b) 100 SMEs to receive £1000 Growth Grant to enable them to co-invest in growth enabling activities (C2 – Number of enterprises receiving grants)

c) 70 New full time jobs created by SMEs receiving support or grant through the Programme (C8 – Employment increase in supported enterprises)

d) 25 SMEs supported by the Growth Programme (HALO) introduce new products and/or services (new to the market and/or new to the business) (C29 – Number of enterprises supported to introduce new to the firm products)

To achieve these aims the European Regional Development Fund has committed £100,000 for grants for small and medium sized enterprises (SMEs) out of a total £500,000 in funding to Ngage Solutions Ltd to deliver advice and the grant funding. The £1,000 grants are provided on a match basis of 3:1 and are designed to promote/prompt activity to enhance productivity, business growth and/or efficiency.

Objectives to achieving the aims of the programme are to:

a) Deliver £100,000 of grant funding to SMEs

b) Achieve £300,000 of grant match funding from SMEs

c) Allocate £200,000 in match funding from internal resources
