Evaluation of the Smart Measures in Local Enterprise (SMILE) Programme

The Low Carbon Workspaces (LCW) programme is funded by the European Regional Development Fund (ERDF), under Investment Priority 4b (Promoting energy efficiency and renewable energy use in enterprises)[1].​

Requirement for Evaluation

The requirement for an evaluation of the programme by a third party is set out in a binding General Funding Agreement (GFA) which governs the delivery of LCW. The work will help identify the successes, failures, and outcomes of the project and recommendations for future improvements in two tranches:

a) A mid-term evaluation  – a formative review of project activity to date designed to help inform project delivery improvements.

b) A comprehensive final evaluation at the end of the project – an assessment of outcomes, impact on the community, lessons learnt and overall success. The report will identify possible next steps for the project and gaps in provision for SMEs.

Programme Aims, Objectives and Funding

The start date for LCW was 1st October 2016 and the end date for the project is 31st December 2019. ERDF required outputs are considered to be the aims of the programme:

a) Reduce greenhouse gas emissions by 2,201 tonnes (CO2e) (output indicator C34 )

b) Provide support and grants to 310 enterprises (output indicator C1 )

To achieve these aims, the European Regional Development Fund has committed £1,250,000 for grants for small and medium sized enterprises (SMEs), and a matched sum to Ngage Solutions Ltd to deliver support and this grant funding to SMEs. Eligible SMEs can secure a grant of £1,000 – £5,000 for the installation of energy efficiency measures. The grant must be match funded by an SME on a 2:1 basis (for example, the total project expenditure must be a minimum of £3,000 to receive the minimum £1,000 grant, or £15,000 to receive the maximum grant size of £5,000. Total project expenditure is not limited).

Objectives to achieving the aims of the programme are to:

a) Deliver £1,250,000 of grant funding to SMEs

b) Achieve £2,500,000 of grant match funding from SMEs for energy efficiency projects that will reduce their scope 1 and 2 greenhouse gas emissions
