Asian Business Council

Ngage developed the Asian Business Council (ABC) project to fill the gap for provision of business support to the BME sector (black, minority, and ethnic) in High Wycombe and the surrounding area. This was necessary following the demise of the Ethnic Chamber in the Thames Valley. The project ran between April 2006 and September 2007. It focused on:

  • new BME businesses;
  • micro SME’s – employing 1 – 10 employees;
  • unemployed, hard to reach individuals from the BME sector.

The project employed one part-time business adviser to work with the Asian Business Council in High Wycombe. A second adviser was working in Milton Keynes, hosted by the Milton Keynes Enterprise Gateway. Both roles were supported by a part-time employment officer, based in Milton Keynes who worked with excluded community groups to encourage self-employment as a way out of unemployment.

The project was funded by the European Social Fund, Natwest, Aylesbury Vale District Council, Milton Keynes Council, Soundsorba, Bucks Economic Partnership, Wycombe District Council, Aylesbury Vale Advantage and Milton Keynes Early Learning Partnership. Partners included Business Link, ABC (Bucks) Ltd, Asian Business Council, Buckinghamshire Economic Partnership, Milton Keynes Economic Partnership.


  • 105 companies completed organisational needs analysis (ONA)
  • 125 individuals completed Individual Learning Plans (ILP) (125 employed; 20 unemployed)
  • 105 ONA’s were reviewed at least once
  • 125 ILP’s were reviewed at least once
  • 70 beneficiaries (employed) completed training identified in ILP
  • 55 beneficiaries (unemployed) completed training identified in ILP
  • 55 further beneficiaries (employed & unemployed) were assisted

Many lessons were learned through this project on how to best access hard to reach groups and adapt business support to meet their needs. The knowledge gained, allowed Ngage to improve its understanding of the needs of both individuals and businesses in the black, minority and ethnic communities.
